Do We Automatically Exclude Patients with Multiple Invitations?
No, we do not automatically exclude patients who have received two or three invitations from the practice denominator. While these multiple invitations are used for payment adjustments in the Quality and Outcomes Framework (QOF), NHS Digital rules specify that practices should continue prompting patients for invitations, regardless of previous attempts.
 
Why Don’t We Remove These Patients from the Denominators?
NHS Digital guidance states that patients should not be excluded from recall efforts simply because they have received multiple invitations. As a result, we should not be making these decisions on behalf of a practice, and we keep these patients in the denominators to ensure practices continue their outreach efforts and remain compliant with NHS guidelines.
 
How Can You Manage These Patients?
Although we do not automatically exclude these patients, we do provide lists of patients who have received two or more QOF invitations. This allows practices to make their own informed decisions on exclusions for specific use cases. these reports can be found every time a bulk message is sent, or in the execution report for automated recalls.
 
How to Exclude These Patients from Bulk or Automated Recalls
If you wish to exclude patients who have already received two or more QOF invitations, you can do so by:
  1. Using the 'Exclusions' box when setting up bulk messaging or automated recalls.
  2. Selecting and excluding patients with 2+ QOF invites for the relevant recall.
